The UPER system is crucial in ensuring the effectiveness and efficiency of the PNP in carrying out its mandate to protect the people and maintain peace and order in the country. It is a tool that provides feedback on the performance of police officers, which allows for continuous improvement and development of their skills and knowledge.[1] It also provides an opportunity for the PNP leadership to identify the strengths and weaknesses of their personnel and implement appropriate measures to address any issues or concerns.

The UPER system is based on meritocracy, where promotions and other personnel decisions are based on performance rather than connections or other factors. This helps to ensure that the most qualified and competent individuals are selected for leadership positions and other important roles within the PNP.

The orientation and familiarization of the Police Cadets with the UPER system is a critical component of their training, as it provides them with an understanding of the importance of performance evaluation in the PNP. It also underscores their need to strive for excellence in their performance, as they will be evaluated using the same system when they become part of the PNP.

Overall, the UPER system is an essential tool for the PNP to maintain professionalism and improve its effectiveness in fulfilling its mandate. The orientation and familiarization of Police Cadets with this system underscore the importance of continuous learning and development in the police service.
